GROUND OPERATIONS DEVELOPMENT
Guardian Program Services
The Ground Operations Development Guardian Program is designed to help lower the risk of threat to your Church. We operate in four main categories: Security Response Playbooks, Risk and Security Assessments, 21 Mission-Critical Policies, Training Courses. For more info on these areas, see below. To learn more about why the Guardian Program exists, please visit our Guardian Membership page.
Risk and Security Assessments
Our first goal is to assess your current risk. We have you complete four risk assessment surveys before our Church Risk Consultant comes out to your campus. At this point we will tour your campus and go over any holes in existing strategies and policies we can reinforce to reduce the risk level of your congregation and staff.
21 Mission-Critical Policies
The second goal is to have policies in place to prevent the worst from happening. We work with you on 21 mission-critical policies that must be in place to ensure the lowest risk possible.
These are a few of the policies and procedures are Guardian Program can help with:
- Security Team Formation & Structure
- Security Team Selection
- Security Team Training Recommendations
- Firearms Policy
- Close Proximity Protection Policy
- Active Shooter Policy
- Church Evacuation Procedures
- Emergency Lock-Down Protocol
- Emergency Healthcare Intervention & Recovery Protocol

Security Response Playbooks
So the worst happened, now what do you do? We have you covered. We develop personalized security response playbooks for threats to your campus, congregation, and staff. These playbooks allow all staff and volunteers who serve the ability to know what to do in case a situation arises. Turning an unforeseen crisis into a controlled scenario allows you to manage the level of risk associated with a threat.
Training Exercises & Courses
Here at Ground Operations Development, we can take your policies and procedures and help you walk through them in real-life scenarios.
There are (3) types of training exercises available through the Guardian Program:
Table Top Exercise: This type of training allows students to talk through a policy or procedure to gain better understanding of the content and the cumulative and individual executable tasks that must be carried out during a critical incident, to allow the Pastoral Staff to maintain control during the event.
Drills: This type of training allows the individuals in key positions during a critical incident to casually walk through cumulative and individual executable tasks. While walking through the tasks, students can identify obstacles that might be encountered, and equipment that might aid in the successful accomplishment of these tasks.
Scenarios: This type of training allows students to experience a crisis in a controlled, real-life setting, with manufactured stresses to allow the student to pre-experience what a real-life event would look and feel like. If students follow their policies and procedures, the event deescalates; however, violations of the policies and procedures will cause the event to escalate.
In addition to these training exercises, the Guardian Program offers Training Courses for your Security Team.
